No. The heading says England and it means it. Scotland has never been part of the Localism Act 2011 regime this Act amends - it has its own community right to buy legislation, which is older, different, and in several respects stronger. Wales is in a third position: Schedule 31 works through the old chapter of the Localism Act replacing 'appropriate authority' with 'Welsh Ministers', so Wales keeps the existing right to bid under its own ministers while England gets the new chapter. If you are in Scotland or Wales, almost everything written about this Act in the last few months is about somewhere else.

This answer exists BECAUSE the scope is narrow and was widely reported as though it were not.

What to do

  1. In Scotland, look for the Scottish community right to buy. It is separate legislation and a separate process.
  2. In Wales, the Asset of Community Value route still applies and is administered under Welsh Ministers.
  3. In either, ask your own council rather than reading English guidance - the words are the same and the law is not.
  4. Be careful with any advice page that does not name a nation. The Act was widely reported without one.
