Areas in the thinnest fifth of Home-Start UK’s presence per person in need, those with the most residents on low incomes first: Tower Hamlets, Hackney, Newham, Barking and Dagenham, Sandwell, Blackburn with Darwen, Wolverhampton, Hartlepool, Walsall, Haringey, Liverpool, Knowsley, Nottingham, Stoke-on-Trent, South Tyneside.
